That there is a link between performance management approaches and organisational culture is clear, but the direction of causality seems rather more opaque.

The focus on narrow, output focussed objectives to drive individual accountability aligned with personal financial reward will undoubtedly have a cultural impact but whether it is wholly positive remains to be seen.

Individualism, control, power and political skulduggery may be greater beneficiaries of such an approach than performance.
